Opportunity merely increases the possibility of change; but it says nothing about the direction of change. A political opportunity can lead to democratic reforms, just as it can lead to chaos, civil war, a coup, new authoritarianism, or even a failed state. ... This note argued that crisis, war, and the weakening of the government, although they can create opportunities for political change, do not in themselves guarantee a democratic transition. Historical experiences show that the fate of these opportunities depends less on the severity of the crisis than on the capacity of social forces to organize, engage in collective action, and manage the transition phase.
